  • Obligation of public interest

    A member of local council should sincerely fulfil the duties, taking preference public interest than any other interest. The obligation of public interest has the meaningful significance because it may be the restrict by which a member is subject.

  • Obligation of integrity and elegance

    A member of local council has the obligation of integrity and elegance. Therefore, A member of local council may not receive any reward, donation or entertainment while it contains the obligation to keep the elegance relating to privacy, which is not related to the duties. Any breach of the obligation may be subject to the disciplinary punishment.

  • Obligation of attending the sesstion and contribution to the dudies

    Since a local council is an organization of collegiate system, a certainn number of members should attend to resolve agenda. Therefore, a member has the obligation to attend a general meeting, committee and sub committee. As a member of the council, the member should attend the committee, do the best as a public officer and fulfil the duties.

  • Obligation to no misfeasance

    A member should not have any right, interest or position on properties or solicit for others' interest for the contract or disposition of self-government or public office with business by misusing the position. Therefore, a local council member should not seek for or seduce others to gain economic interest.

  • Obligation of concurrent office and ban for holding dual offices

    A member of local council may not hold other offices prohibited such as standing offices of Nonghyup, fishery/livestock cooperative union, member of other local council, public officer or national assembly member. And, a member may not be a transferee or executor of any transaction relating to a local government or public body and/or facilities or properties. If not kept, it may be the reason to quit the position as a member. In addition, violating the prohibited items such as transaction may be subject to disciplinary punishment. That's why holding dual offices may harm fairness and reasonability.

  • Obligation of keeping order

    A member has the obligation to keep order at a general meeting and committee. A member of local council may not speak any words against the rule or the local government act, insult or reveal others' privacy in the conference hall, interfere other's mention or stand the platform without permission of the chairperson. If not kept, the member may be forced to withdraw and be subject to disciplinary punishment.
