Right of Resolution

  • Enactment, revision and abolition of ordinance

Petition Reception Right

In case one wishes to submit an application, the statement may be submitted by the introduction of a member.

The application needs applicant's name and address, undersigned and signatured while it should specify the purpose and reason of it; if necessary, it may append reference materials.

The right is the nation's right secured by the Constitution that a citizen may submit an application to an administrative organ. However, if a citizen wishes to apply it to a local council, it needs the introduction of at least a local council member. Therefore, a local council member may be eligible to introduce it if agreeing with it.

Resolution Authority

A local council, as a representative organ of citizens may have the authority to suggest opinions, for the public interests, to the execution organ of local government, central government, other local government(body), other public/private organization. The authority may be the authority supplementary and additional for the authority of resolution and audit of a local council.

Authority to ask to submit document(data)

A local council shall have the authority to ask the head of competent local government to submit the documents relating to audit, investigation and review of agenda in order to monitor the affairs of administrative organs and promote the agenda review. The request should be executed within 3 days before the date of submission.

Authority to ask attendance/questions

The general meeting or committee of a local council may request the head of local government or related officials to ask questions relating to administrative affairs and review of agenda. It places a written question system to ask questions and receive answers during recession or closing.

Authority to propose a bill

A local council member has the authority to submit a bill to be reviewed and resolved at a session. However, it is not possible for any bill relating to budget plan, settlement, consent and approval, which belong to the head of local government. The authority needs the consent of other members in a specific number, not the authority executed by a personal member. The quota to submit a bill such as ordinance is set to one fifth or 10 or more members.

Consent Initiative

Consent refers to the action to submit an agenda necessary in processing an agenda or operating a meeting. A member may give an initiative at the general meeting or committee while it may be submitted only with a member's consent unless otherwise specified.

Right to speak

It is said that a meeting starts and ends in speech. A member has the rights to attend a meeting, ask questions with the consent of chairperson/vice-chairperson, discuss matters and speak of progress of proceedings.

Right to vote

The right is the most important and basic right to the members and refers to the right to express consent, objection or abstention to an agenda to review.

Suffrage/electoral eligibility

The local council member has the right to elect chairperson, vice-chairperson, standing committee's chairperson and temporary chairperson. At the same time, the member has the suffrage.
